Program introduction
Elbegdorj Institute is a non-profit organization with the aim of strengthening and protecting democracy and its values in Mongolia. As a democratic institution, we cooperate with citizens and organizations who want to perfect democratic concepts and the basic principles of good governance and free market, public policy research to strengthen democracy in society, projects and programs aimed at influence activities are initiated and implemented by training and empowering civil society organizations and developing citizen participation.
If you want to cooperate in initiating and implementing projects and programs that meet the goals of our institute, we will openly accept your request.
Topics covered by “Micro-project funded by Elbegdorj Institute – 2024”
Projects must have selected at least one of the following areas:
- Democracy;
- Human rights;
- Human rights education;
- Good governance;
- Principle of freedom.
Note: Average amount of funding per project being provided by the Institute will be up to 5,000,000 MNT.
How to apply
- Proposals should be submitted electronically through the application form in English (https://form.jotform.com/240211603205437).
- Only those proposals using the designated application form and including the required budget document will be considered.
- Proposals must be completed in Mongolian or English.
- Project proposals must explicitly answer all questions in the EBI project application form.
- Applications will be assessed for approval on their merits by a selection committee.
- Proposal should be consistent with the main activities of the institute.
- Please note that we receive a large number of application forms, so we will only contact the organizations that have qualified for the next round.

Organizations eligible to apply for funding from the Institute:
- District/local and community NGOs and non-profit organizations;
- Academic institutions;
- International non-governmental organizations implementing activities aimed at district/local development;
- Intergovernmental, multilateral cooperation and regional organizations implementing activities aimed at district/local development;
- Individuals or group of people united by interests implementing activities aimed at district/local development.
Eligible costs
The following project costs are eligible for Elbegdorj Institute funding:
- Accounting related costs;
- Other indirect administrative and project-related costs (overhead should not exceed 15% of total Elbegdorj Institute contribution);
- Advocacy and lobbying related costs;
- Operating expenses related to rent, purchase, infrastructure construction, etc.
- Cost of civic education;
- Costs of meetings and events;
- Costs of services performed by the implementing organization;
- Domestic travel expenses. In this: the lowest price in the market must be chosen;
- Environmental assessment costs;
- Rental costs;
- Equipment rental and purchase costs (in this: the purchase needs to be made only to achieve the project's goals, economically spent, it is also allowed if the receiver makes an excellent maintenance plan to ensure the stable operation of the equipment);
- Cost of meals not including alcohol;
- Installation, use, and transportation costs of computers, and communication equipment, as well as fuel costs.
- Computers and communication tools;
- Cost of renting a car;
- Legal costs;
- Other expenses inextricably linked to project activities;
- Communication and information dissemination costs;
- Printing costs;
- Cost of broadcasting programs on radio and television;
- Research-related costs;
- Salary expenses related to the project;
- Security (safety) costs;
- Costs related to training and capacity building;
- Translation/translator fee;
- Website creation and related costs.
Unacceptable costs:
- Gifts;
- Luxury items;
- Direct financial support to the government;
- Initial assets or microfinance;
- Basic financing or running costs of the organization;
- Expenses incurred before or after the conclusion of the project contract.
